Today, the President will release his federal budget proposal for fiscal year 2013 at 11:15am.  The proposal will outline a spending plan for all federal agencies–and will likely include a series of cuts to reduce the federal deficit.

Early reports indicate that the budget will include $31 million to continue deepening the Delaware River shipping channel.

Congress will likely spend time this week on the Transportation reauthorization package (H.R. 7).  Committees will hold several hearings to scrutinize elements of the Administration’s budget.

Yesterday, Chairwoman Debbie Stabenow (MI) announced a schedule for a series of Senate Agriculture Committee farm bill hearings.  The hearings will take place every two weeks beginning February 15.  A hearing on farm bill conservation programs is scheduled for February 29.

The farm bill is a five-year bill and was last passed in 2008; it is set to expire this year.

This week, House and Senate conferees completed consideration of the first “minibus” package of appropriations bills (H.R. 2112), which includes funding for the Commerce, Agriculture and Transportation departments.  The House is set to vote on the final package later this week, perhaps tomorrow, and the Senate will follow thereafter.  The bill includes a continuing resolution to fund the federal government at current fiscal year 2011 levels through December 16.  Report language can be found on the House Rules Committee website.

  • The National Oceanic and Atmospheric Administration would receive nearly $5 billion.  Agency funding increases are directed primarily at climate and weather satellites (page 12 of the report).
  • The agriculture department’s Wetlands Reserve Program would be capped at 185,800 acres and the Open Fields program would be eliminated.  The bill also provides $5,000,000 for the Conservation Delivery Streamlining Initiative (page 75 of the report).

Meanwhile, the Senate is struggling with another minibus, and was unable to include the Energy and Water Development spending bill in that package.  The Senate began solo consideration of the EWD bill (H.R. 2354) yesterday and continues today.

It is unclear exactly how many minibuses there will ultimately be–and how the Interior and Environment bill fits into the current scenario.

On November 1, Senators approved a package of three fiscal year 2012 appropriations bills, including the Transportation, Agriculture and Commerce, Justice, Science spending legislation.  The CJS bill includes funding for the National Oceanic and Atmospheric Administration at $5 billion, $434 million above the FY11 enacted level.

Today, the House approved a rule to consider the Coast Guard and Maritime Transportation Act (H.R. 2838), which also contains the Commercial Vessel Discharges Reform Act (H.R. 2840).  The discharge bill would create a single nationwide standard for ballast-mediated invasive species.  The House has an in-district constituent work week next week, and will likely vote on the legislation upon returning from recess.

Yesterday, the House Judiciary Committee approved a regulatory reform bill, the Regulatory Accountability Act (H.R. 3010), that would require federal agencies to perform cost-benefit analyses on proposed rules and regulations, justify them, and then adopt the least costly alternative.

Reports indicate that the Senate will vote on the fiscal year 2012 agriculture, CJS, transportation appropriations package this week, then shift focus to another package of spending bills that may include the energy and water appropriations legislation.
